When a bike shop sells a new bike do they capture the buyers details and pass them back to the distributor? Maybe the distributors will then update a central database (not held by CSA, maybe ROAG). It would need to be thrashed out but the reality is that it probably won't work. Lots of races can't even organise a decent registration. Can you imagine trying to get everyone's bike serial number checked too and how many weekend warriors are there that never ride any races but have top end bikes. It will however offer some peace of mind to a buyer with knowledge but how would a novice walking into a secondhand shop in, lets say the western cape, know to go and check a bike registry?

This is how the Americans sort out Bike-Jackers / Bike Thieves http://www.baitbike.com/More_Media_Coverage
Could be adapted for South African "Conditions", Just need some brave police reservists, a donations fund to buy a BaitBike and a nice sting operation with media coverage
